Only sex offenders who REGISTER have a KNOWN ADDRESS. Because most offenses are NOT reported to police, or because a sex offender refuses to REGISTER, or has once registered but is now LOST TRACK OF it is estimated that there are 1,756,000 sex offenders iin California who HAVE NO KNOWN ADDRESS and are free to live ANYWHERE they wish. The 2000 foot rule can not apply. Nor can a global positioning device be applied to those without AN ADDRESS. Senate Bill 1128 the "SEX OFFENDER PUNISHMENT, CONTROL and CONTAINMENT ACT of 2006 (in effect Jessica's Law) was passed by unanimous bipartisan vote in both the House and the Senate and was signed into law by Governor Schwarzenegger on September 20,2006.
